This move would allow a company to operate both fixed-line and mobile networks.
This decision is subject to ratification and final approval by the cabinet.
Such a unified licence would allow the majority state-owned landline company Telecom Egypt to offer mobile services. Egypt's three existing mobile service providers are Vodafone Egypt, Mobinil and Etisalat Egypt.
"(The decision) will achieve needed development and balance in Egypt's telecoms market," the NTRA said in a statement.
