Globacom was fined $1.68 million, while South Africa's MTN and Airtel, which is owned by India's Bharti Airtel, were each fined $1.12 million.
Alongside the total combined fee of nearly $4 million, the regulator has also banned the operators from selling SIM cards for the month of March.
The deadline to pay is March 7, after which operators will incur a further $15.2 thousand fine for every day the fine is not paid.
Several other regulators have also taken action against underperforming operators. In January Australian telecom giant Telstra was fined A$510,000 ($453,000) by the country’s telecoms regulator for failing to connect new landline customers on time.
In early February Spain’s Telefónica was fined €500,000 by the country’s regulator for two allegedly “very serious” breaches of competition rules in its home market.
