The four newcomers to Rivada are Pierre Elisseeff, Peter Campbell, Bill Esrey and Todd Rowley.
Rivada Mercury is a company formed by Rivada Networks, Fujitsu, the Harris Corporation, Nokia and Black & Veatch to offer to build a nationwide public-safety broadband network for FirstNet, the US first responder network authority using 700MHz spectrum. FirstNet issued a request for proposals in January.
Rivada Networks is focusing on dynamic spectrum arbitrage as a way of making better use of mobile spectrum. The company believes that an open access spectrum market would allow 4G bandwith to be purchased in advance or in real time.
Elisseeff was previously CFO and VP of Sprint’s wholesale business unit is now Rivada Mercury’s CFO. Campbell is its chief information officer, a position he also held at Sprint, where he oversaw the upgrade of its LTE network across the US.
Esrey joins Rivada Mercury as senior VP of wholesale and business development, having been VP of operations in Sprint’s global wholesale business. Rowley is senior VP of business development, the role he had at Sprint for 16 years.

Euteneuer also serves as co-CEO of Rivada Networks, which has close connections with military and security authorities on both sides of the Atlantic. Among the directors are the former chairman of the US joint chiefs of staff, General Richard Myers, and Field Marshall Charles Guthrie, the former chief of the UK defence staff, plus a number of former senior executives of the US Department of Homeland Security. The chairman and CEO of Rivada Networks is Declan Ganley, an Irish entrepreneur.
