The regulator has invited proposals from domestic companies or partnerships between domestic and foreign companies for a 3G licence in the country.
It will hold auctions for four 2.1GHz licences and has already assigned one licence to state-owned operator Teletalk.
A new entrant is also guaranteed to receive a licence, although it will not be reserved, and a total of 40MHz will be available in blocks of 5MHz with bidders only allowed to acquire two blocks, or 10MHz.
The base price per auction has been set to $20 million per MHz, with licensees also allowed to use spectrum for 4G/LTE.
The application deadline is set at May 12 2013, and the auction is planned for June 24 2013.
