MegaFon spokeswoman, Yulia Dorokhina, told Prime-Tass business news agency that communications had been fully restored after around 15% of the carrier’s base stations in the area were damaged.
The carrier’s customers had been allowed by regulators to use emergency roaming on other networks until service was restored.
