Reuters reports the company posted a letter, dated in June, to the telecoms ministry, with the price offered would guarantee Vodafone access for airwaves in Delhi, Mumbai and Kolkata.
The price offered is a quarter of the value set by the government in an auction, scheduled for March 2013, but it never took place as there were no bidders at the time.
Vodafone’s offer would extend the licences to a 20 year term, in addition to the licence terms it already holds in the country.
