The deal was first floated in January this year and customers on this route will now be able to make calls and use internet services on their mobile devices.
2G and 3G services will be initially available, but the operators expect to upgrade these to 4G services in the future.
Internet connectivity on the south running tunnel, from France to the UK, was completed in July 2012, ahead of the Olympic Games, by French companies Alcatel-Lucent, Orange, SFR and Bouygues Telecom.
