The agreement will see the group launch mobile services under its Elektra subsidiary.
It marks the second MVNO agreement America Movil – which is owned by billionaire Carlos Slim – has signed in the last month.
Last week, America Movil signed an MVNO deal with Axtel, settling long-running legal disputes over interconnection services.
The move also marks a change in relationship between billionaires Slim and Ricardo Salinas Pliego, who owns Elektra and broadcaster Azteca.
In 2011, Azteca discontinued all of Slim’s advertising as a result of a dispute over connection costs of luscacell, owned by Salinas Pliego at the time. In February 2015, Slim’s companies began advertising again on Azteca.
