NKOM, Norway’s telecoms regulator, told the operator to adjust its prices to a level that allows smaller players to offer services at a profit.
Every six months, NKOM runs a margin squeeze test of Telenor’s existing products, with the first test finding that the company had cooperated with its obligations.
The second and most recent test found that Telenor is charging its rivals too much for wholesale access to its network, as customers would make a loss dependent on what subscription they signed up to.
The ruling came as Telenor and Telia Norway were revealed as the winners in the latest spectrum auction in the Scandinavian country. The two operators will now take additional spectrum in the 900MHz band.
The auction saw 2x20MHz in the 900MHz band split into four lots, and rand over 29 rounds of bidding carried out between 23 May and 29 May 2017.
Telia Norge and Telenor Norge won two blocks each in the auction. Telia will pay NOK 393 988 120 ($45.5 million) and Telenor Norge AS pays NOK 396 million ($47 million) for the spectrum.
