Previously, the position was held by Guy Willner, who combined the roles of CEO and chairman of the board of directors.
Aksenov's main objective, said the firm, was the implementation of its long-term expansion strategy - the delivery of more data centre capacity in Moscow and through regional growth too.
The company says it intends to capture 25% of the Russian commercial data centre market by 2023.
Willner will continue to lead the company as chairman of the board, with a primary focus on strategy development and building investor and international client relationships.
Aksenov previously headed Strela Telecom, a regional broadband internet and cable TV provider, and OSG Records Management, a records management and storage company in Russia and the CIS.
Willner said of the appointment: “We expect that with Andrei's help the company will deliver on all its plans, including a possible listing in the next 2-4 years.
“A Russian entity should be run by a person who lives in Russia full-time, knows the market intimately well and keeps his finger on its pulse.”
Willner is also chairman of IXAfrica in Kenya and involved in various other data centre organisations internationally.
Aksenov added: “IXcellerate is one of the fastest growing players in this market and I will do my best to justify the trust placed in me.”
Konstantin Borman, who had been leading the company for the last 18 months as managing director, has decided to leave his position and return to the Netherlands.
IXcellerate operates two data centres in Moscow.
